Looks like the Merc steering wheel is moving back towards the driver, to reduce drag on the straights, then away again under braking for corners.
So...it could be that the actual steering rack and therefore the track rods move, reducing two-out to close to zero on the straight, which would reduce drag and improve tyre life
It could well be illegal and just Mercedes playing games or understanding the impact (teams can run whatever they like in testing), or perhaps 10.2.1 is negated by the fact that it only applies when the steering wheel is fixed, not moving (usually turning but also forward/back).
