The team is set to offer Kubica a test in a 2014-spec F1 car some time before next month's Japanese Grand Prix.
It is believed Williams is aiming to do the test at a European circuit and on the Friday of either the Malaysian or Japanese GP to avoid media attention.
There are lots of people who do not really understand the stories about Red Bull going with Honda in 2019, following the first year of a deal between Honda and Red Bull’s sister team Scuderia Toro Rosso. Surely, they say, that would be a backward step, as Honda engines are no good, etc etc etc. The deal makes sense to me for one very simple reason: money. Many folk in F1 are now convinced that Red Bull will leave F1, to all intents and purposes, at the end of 2020. It would have gone sooner if there was not a penalty clause in the deal between the Austrian drinks company and the Formula One group. This was agreed because Red Bull was given additional money on the understanding that it would remain in the sport for the full term of the commercial agreement. This means that if Red Bull quits as a team owner it would be required to pay $100 million for each year remaining, thus $300 million for 2018, 2019 and 2020. Doing a deal with Honda for both of its teams means that Red Bull will, at the very least, be a*** to save five seasons’ worth of engine bills (about $150 million): three with Toro Rosso and two with Red Bull Racing. Given that Honda was also paying McLaren substantial sums of money, Red Bull may also be a*** to get a similar deal, which would reduce its F1 spending still further. The word is that Red Bull wants to sell both teams. It might not look that way because the last time Red Bull split with a team (Sauber in 2001) the team continued to be Red Bull-branded for three more seasons, with free space for Red Bull on the cars counting towards the price of the sale. Thus, if similar deals were done today, extracting the maximum value for Red Bull, we can expect to see Red Bull liveries until the end of 2023. If the Honda engines do become successful then that will be a bonus. In the end, success would probably lead to Honda wanting to buy a team and Scuderia Toro Rosso would be a good choice in that respect – although there is a long way to go before that will be on the agenda.

Boullier revealed that the team began considering the future of its partnership with Honda already in pre-season testing, when it was clear that the Japanese engine had failed to deliver the performance that McLaren expected.
"The crucial moment was after the Barcelona testing, when we tried to work and help Honda to improve the situation in a very short time, including having discussions with the other engine manufacturers, and without going into details, it became obvious that they again would miss the target that we had agreed for the season.
"Then by the summer we knew that we had to take a decision, to stay or not to stay. I can't say a date, but there had been a couple of targets missed by summer."

Stroll tested the 2014 Williams at Suzuka twice – in the week before the Singapore Grand Prix and again two days after. An initial plan for Kubica to test the day after Stroll was thwarted by the Strolls, who preferred to have their two cars shipped to Austin in readiness for Lance to gain further experience ahead of the American Grand Prix there. This has left Williams looking at the feasibility of using its remaining 2014 car to conduct a Kubica test somewhere in Europe – and with the driver potentially looking for financial backing to cover the cost of the test. Although the Strolls do not run the team and the choice of driver alongside Lance Stroll is the prerogative of the Williams board members, and Paddy Lowe in particular, Lawrence Stroll does pay for Lance’s test programme in the 2014 cars. He does not pay for Williams to test other drivers in those cars. Hence the political difficulties of Kubica’s test.
