F1 stewards are aiming to make consistent rulings and find clarity on existing laws in regards to driver clashes and gaining unfair advantages on track, as the issues sparked up debate during 2016.
At the annual F1 stewards meeting in Vienna, Stewards Chairman Garry Connelly - a former World Rally Championship driver and member of the World Motor Sport Council for the FIA - outlined the conclusions of the meeting which reviewed the 2016 F1 season.

Sky Sports understands Hamilton told the team he didn't want to drive again in 2016 after the Spanish GP on May 15.
Hamilton felt Rosberg was 100 per cent culpa***. Mercedes didn't.
Viewed in hindsight, there is plenty of supporting evidence to indicate something was afoot at Mercedes in the days after their drivers' Spanish GP collision and that they might need another driver.
On the Tuesday and Wednesday following the race, teams stayed at the Circuit de Catalunya for a two-day test. Rosberg ran on the first day and was due to hand over the car to Esteban Ocon. Except that Mercedes' plans suddenly changed and it was Pascal Wehrlein who was behind the wheel of the W07 when it first emerged on Wednesday morning.
It had been a very rapid change of plan: the Manor driver was only told of his call-up at 8pm the previous evening. And it was far from ideal: as F1's rules state a team must use a driver with fewer than three grands prix to their name - such as Ocon at the time - on two of their four days of in-season testing, Wehrlein's call-up automatically ruled Hamilton out of Silverstone's July test.
Why didn't the story break?
It did - just put 'Hamilton to sit out Monaco' into Google and take a look. But no sooner had the story emerged than Mercedes dismissed it.
But it's possi*** both the story and the dismissal were true. Hamilton did threaten to sit out Monaco but by the time the story broke he had changed his mind. Hence Mercedes' dismissive response.

“When I won the race in Suzuka, from the moment when the destiny of the title was in my own hands, the big pressure started and I began to think about ending my racing career if I became World Champion. On Sunday morning in Abu Dhabi, I knew that it could be my last race and that feeling cleared my head before the start. I wanted to enjoy every part of the experience, knowing it might be the last time… and then the lights went out and I had the most intense 55 laps of my life. I took my decision on Monday evening. After reflecting for a day, the first people I told were Vivian and Georg (Nolte, from Nico’s management team), followed by Toto.
“The only thing that makes this decision in any way difficult for me is because I am putting my racing family into a toughsituation. But Toto understood. He knew straight away that I was completely convinced and that reassured me. My proudest achievement in racing will always be to have won the world championship with this incredi*** team of people,the Silver Arrows.
