It seems like Ferrari suspected Mercedes to use the suspension system again, but this isnt the case as there is too much danger to be penalized if they are using this.

In reality 5 teams (apparently Mercedes, FI, Red Bull, Toro Rosso, McLaren) used hydraulic actuators instead of the conversative dampers and stabilisators in order to control the up and down movements of the car. It's hidden in the gearbox housing.

Samples and evidences proved that all or almost all of these teams were a*** to warm up the oil in this way. Even under parc ferme in the garages. In this way they were a*** to change the suspension characteristics or the ride height for the race.

The FIA told the teams before Baku that it is forbidden as it breaks the parc ferme rules, but the story doesnt end here: Apparently Mercedes placed them so well, that they are warming up "coincidently".
